Vinod Zutshi is a Retired IAS Officer with 35 years of Experience in Govt of India, Govt of Rajasthan and Election Commission of India. He superannuated in Feb 2017 as Secretary, Ministry of Tourism, GOI. Zutshi has LLB degree (1st Div.) from Law Faculty, Delhi University and is enrolled at Bar Council of Delhi. He is working as an Advocate, Legal Consultant and Law Advisor since May 2017. He is also an MBA from Faculty of Management Studies & Harvard Alumni (Harvard Kennedy School).

Zutshi is presently on the panel of Arbitrators of Delhi Development of Authority (DDA) and IRCTC.

Zutshi is specialized in Corporate & Business Law, Administrative Law, Service Matters, Constitutional Law, Consumer Law, Election Law, Labour Law, Land & Tenancy and Banking Law.

Zutshi is a Life Individual Member of India Council of Arbitration (ICA) and is enrolled as Arbitrator with ICA.


He has presided over Revenue & Criminal Courts (Both original & Appellate) while serving as Judicial Magistrate-II; Sub Divisional Magistrate; Collector & District Magistrate.

He has also handled and applied Election Laws, viz Representation of Peoples Act & Conduct of Election Rules and has acted as an Appellate Courts under the RPA Act & Rules during his 6 years tenure as Dy. Election Commissioner in Election Commission of India and during his tenure as Chief Electoral Officer in Rajasthan Election Department.
